If you see the above screen then,
Open Settings
Select Safari
Select Location

Select Ask or Allow
Return to Settings

Select Privacy & Security

Select Location Services
‍Scroll down & select Safari Websites

Select Ask Next Time Or When I Share or While Using The App
‍
Ensure Precise Location is on

Refresh Scan & Win Webpage
Select Allow on Pop-Up

Location should now be enabled
